Gathering Practical Knowledge for Better Policy

Should blockchain prioritize transparency or privacy? Do we need stronger regulation or does oversight stifle innovation? These ethical questions around blockchain don't have easy answers—competing values create genuine dilemmas. We organize structured conversations where participants develop and strengthen different ethical positions. Our goal: build a comprehensive resource that helps policymakers and practitioners make informed decisions about blockchain technology.

How It Works

Structured Dialogue Sessions

We'll host a series of small-group meetings where participants can articulate and refine different ethical positions. Every voice will be heard, with opportunities for all participants to contribute meaningfully to the discussion. We welcome regular users alongside technologists and other experts—diverse perspectives strengthen the debate.

AI-Enhanced Documentation

Sessions will be recorded and processed using AI to generate complete transcripts as well as detailed summaries and analysis. Participants can submit corrections or additions if they feel their positions were missed or misrepresented, ensuring accuracy and fairness.

Iterative Refinement

Each meeting builds on previous work, with arguments becoming more sophisticated and nuanced over time. Through multiple iterations spanning several months to a year, we'll develop the most robust version of each ethical position.

Dates

We will begin in August at a location in Amsterdam. Specific dates will be announced soon. We're considering alternating between Sunday afternoons and Wednesday evenings to accommodate diverse schedules.

Language

Given the increasingly international character of city life, discussions will be conducted in English. The final report will be published in both Dutch and English to benefit similar initiatives and communities in other countries.

The Outcome

Our work will culminate in a booklet and summary leaflet presenting the key ethical questions around blockchain applications in society. This resource will serve policymakers, technologists, and anyone seeking a comprehensive overview of blockchain ethics.

Together, we can ensure that blockchain policy is informed by the strongest arguments from all sides.

This initiative was inspired by a talk by Georgy Ishmaev at Protocol Berg in Berlin, June 2025, and is part of a broader network of similar initiatives emerging in cities and countries worldwide.
